This collection is also referred to as "Rockwell-McCanna Environmental Studies" or "EPA Materials."

The bulk of this collection is made up of information on soil and water contamination caused by local industrial plants. Most of these industrial plants are located in Carpentersville, IL and the main plant dealing with these contamination issues is the former Rockwell-McCanna Plant. Most of the information comes in the form of binders and plastic, spiral-bound books that contain reports on the various steps taken to address the contamination issues. The collection has a few reports dealing with issues other than contamination as well, including: electricity needs and reliability, Fox River bridge crossings, and Kane County water management and policies.

Bright yellow container:

This container holds loose leaf documents pertaining to Rockwell-McCanna. Most of the documents are letters between Rockwell-McCanna representatives and the Illinois Environmental Protection Agency discussing various reports or are small addendums to reports that have already been published.

Dark yellow container:

This container holds loose leaf documents pertaining to some of the other environmental issues discussed in this collection. Some of the documents are letters pertaining to the Kane County Water Management reports, and there is also a transcript from the Kane County, IL Sixteenth Judicial Circuit for People of the state of Illinois v. Cargill, Inc., which took place in 1995.

U.S. Department of Transportation, Federal Highway Administration (FHWA) and Illinois Department of Transportation (IDOT), Longmeadow Parkway, Huntley Road to Illinois route 62, County of Kane, Illinois: Reevaluation Environmental Assessment (Call number R 977.32 LON)

This report discusses the Longmeadow Parkway Project. It is a project involving the construction of a new highway between Huntley Road and Illinois Route 62, as well as the construction of a new bridge crossing over the Fox River in Kane County. The report discusses updated information on environmental studies that have been completed since the Environmental Impact Statement, which was dated November 2001. The report includes possible alternatives, impacts in a variety of areas, including: socio-economic, agricultural, air quality, noise, natural resources, water quality, and more, as well as information on permits/certifications required, and information on how the public can get involved. Also included are a variety of maps and figures, and seven appendices. 

Cargill, RCRA Hazardous Waste Permit, September 1989 (Call number R 977.323 CAR)

A copy of an RCRA Hazardous Waste Permit issued to Cargill Chemical Products, Inc. in Carpentersville, IL on September 29, 1989. It was issued by the Illinois Environmental Protection Agency (EPA) and the information it contains includes:  a general description of the Cargill facility, incinerator requirements and data, requirements and data on storage tank systems, and reporting and notification requirements. Also included is a document from a public hearing with comments from the public and responses to those comments.

Carpentersville Waste Site, Remedial Investigation Report Volume I of II, October 1987 (Call number R 977.323 CAR)

Data collected for the Illinois Environmental Protection Agency (EPA) to assess and control contamination at the Carpentersville Waste Site.  The data includes air quality, water quality, and soil quality. The data in this volume essentially summarizes all of the raw data in the appendices (see Volume II).

Carpentersville Waste Site, Remedial Investigation Report Volume II of II, October 1987 (Call number R 977.323 CAR)

Data collected for the Illinois Environmental Protection Agency (EPA) to assess and control contamination at the Carpentersville Waste Site. This volume has the appendices of the report, which contains data from air quality testing, water quality testing, and soil quality testing. This volume has the raw data, so there are more details for all of the different types of testing that was done.

This report narrows down the list of potential ways to fix the contamination issues that were given in the Endangerment Assessment Report. The remaining potential fixes are then evaluated and compared to determine the best course of action. 

Carpentersville Waste Site, Endangerment Assessment Report, November 1988 (Call number R 977.323 CAR)

This report outlines the potential public health and environmental impacts of the Carpentersville Waste Site. It is based on the findings from the Remedial Investigation Report. Some of the information found in this report includes: how contaminants could make their way to the water, soil, etc; evaluation of potential exposure, what specific chemicals are found that could be harmful, what changes could be made to fix the issues, and more.

Carpentersville Waste Site, Remedial Design Work Plan, August 19, 1996 (Call number R 977.323 CAR)

This plan outlines the steps taken by Carpentersville Waste Site to correct issues found from an investigation done by the Illinois Environmental Protection Agency. It includes information about the design and construction of the corrections, design and implementation precautions, and an implementation schedule.

Carpentersville Waste Site, Preliminary Design Submittal, January 17, 1997 (Call number R 977.323 CAR)

This is an initial report on the design of the system used to remove contaminants from water and soil. It also contains drawings and specifications, as well as plans for the operations, maintenance, and monitoring of the system. There is also information on the cost and construction schedule.

Carpentersville Waste Site, Intermediate Design Submittal, April 7, 1997 (Call number R 977.323 CAR)

This is the second report on the design of the system used to remove contaminants from water and soil. It builds upon the Preliminary Design Submittal and contains updated versions of drawings and specifications, as well as plans for the operations, maintenance, and monitoring of the system. There is also information on a contingency plan and construction schedule. This version has additional tables and figures with more data.

Carpentersville Waste Site, Final Design Submittal, May 20, 1997 (Call number R 977.323 CAR)

This is the final report on the design of the system used to remove contaminants from water and soil. It builds upon the Intermediate Design Submittal and contains finalized versions of drawings and specifications, as well as plans for the operations, maintenance, and monitoring of the system. There is also information on the cost and construction schedule. This version has finalized additional tables and figures with more data.

ComEd, Phase III of the Northwest Reliability Project, June 8, 2007 (Call number R 977.323 COM)

This report discusses a project started by ComEd in the mid-nineties to increase reliability and meet the current and future energy needs of parts of McHenry and Kane counties. It describes the methodology and approach used, as well as the needs and benefits. Also, it presents information on substation sites and routes and includes eight appendices.

Fox River Bridge Crossings, Final Environmental Impact Statement Volume 1 of 3, November 2001 (Call number R 977.323 FOX)

The report explores the possibility of constructing up to five new crossings of the Fox River. It discusses the purpose and need, affected existing environment, alternatives, environmental consequences, Section 4(f) Evaluation, and coordination and commitments.

This volume contains maps of all of the areas that were being evaluated for potential new bridges.

This volume contains the minutes of meetings held with properties that would be affected by the project or are involved with the project in some capacity. It also has correspondence documents between these properties.

Fox River Bridge Crossings, Final Environmental Impact Statement Appendix A, November 2001 (Call number R 977.323 FOX)

The appendix for this Impact Statement contains publications of various formats used to announce public hearings related to the project.  These publications include: newspaper ads, postcards, and letters to organizations. Also included is a copy of the Kane County Newsletter that has information about the project, records of the public hearings, and comments about the Impact Statement and responses for those comments.

The purpose of the investigation is to give Kane County a scientific basis for creating policies and management strategies for its water resources. This portion is a final report on Geologic Investigations, which outlines the geologic and hydrogeologic mapping of Kane County. It contains many geologic maps and corresponding data.

The purpose of the investigation is to give Kane County a scientific basis for creating policies and management strategies for its water resources. This portion is a final report on Shallow Aquifer Potentiometric Surface Mapping. It discusses groundwater data and analyses performed.

Kane County Water Resources Investigation, December 2007 (Call number R 977.323 KAN 2007)

The purpose of the investigation is to give Kane County a scientific basis for creating policies and management strategies for its water resources. This portion deals with surface water accounting for water supply planning in Kane County. It discusses a water supply planning tool that describes the effects of water use based on the flow quantity of the Fox River and other streams in the region. There is data that explains present and past human effects on streamflow amount and the tool can be used to estimate (based on probability) present and future streamflow amounts.

Rockwell-McCanna Plant, Project Report Feasibility Study Volume I of II, March 19, 1990 (Call number R 977.323 ROC)

This volume of the feasibility study discusses the technologies available that could be used to address the contamination issues at the former Rockwell-McCanna plant and how they work. Alternatives to these technologies are discussed as well. There is also a general overview of the plant, the environmental issues that are being addressed, and then a final recommendation of how to proceed.

Rockwell-McCanna Plant, Project Report Feasibility Study Volume II of II, March 19, 1990 (Call number R 977.323 ROC)

This volume of the feasibility study looks at the environmental issues being addressed in greater detail. It discusses the specific contaminants and the environmental fate and transport. There is also an exposure assessment, a toxicity assessment, and a discussion of the risks with potential scenario examples that could occur.

Rockwell-McCanna Plant, Project Report Remedial Investigation Volume I of IV, March 19, 1990 (Call number R 977.323 ROC)

The remedial investigation examines the types of activities done at the Rockwell-McCanna plant, discusses what exactly is being investigated, and describes the tests being conducted. The data from these tests is presented and discussed and a conclusion is made. This is done to determine if there is contamination and what the potential impact is to public health and the environment. This volume contains the main report in its entirety.

Rockwell-McCanna Plant, Project Report Remedial Investigation Volume II of IV, March 19, 1990 (Call number R 977.323 ROC)

Volume II of the remedial investigation contains appendices 1 through 4. Appendix 1 has (soil) boring logs and well construction details. Appendix 2 has soil gas reports. Appendix 3 contains an offsite drilling plan, and Appendix 4 presents laboratory data from July, September, and October of 1986.

Rockwell-McCanna Plant, Project Report Remedial Investigation Volume III of IV, March 19, 1990 (Call number R 977.323 ROC)

Volume III of the remedial investigation contains Appendix 5. This appendix presents laboratory data from October, September, and November of 1987. There is also laboratory data from April, August, September, and October of 1988.

Rockwell-McCanna Plant, Project Report Remedial Investigation Volume IV of IV, March 19, 1990 (Call number R 977.323 ROC)

Volume IV of the remedial investigation contains appendices 6 through 8. Appendix 6 contains water levels and falling head test data. Appendix 7 contains information on waste disposal. Appendix 8 contains soil background and drilling water data.

Rockwell-McCanna Plant, Subsurface Investigation and Soil Vapor Extraction Pilot Test Results, November 1995 (Call number R 977.323 ROC)

This report provides a background of the Rockwell-McCanna site in Carpentersville and an overview of the subsurface soil investigation and the Soil Vapor Extraction pilot test. It also presents the results of both tests and provides a summary of the results. A variety of figures and tables are included, as well as 11 appendices (appendices A through K). The appendices include (soil) boring logs, a variety of laboratory data, and other relevant data and information.

Rockwell-McCanna Plant, Air Emission Permit, April 26, 1996 (Call number R 977.323 ROC)

This document contains the application for the air pollution discharge permit for a new system to treat soil to remove contaminants. In addition to the permit paperwork, there are a variety of figures and two appendices (appendices A and B). The figures are made up of design drawings; Appendix A contains air emission estimates, and Appendix B contains the Soil Vapor Extraction Pilot Test portion of the November 1995 report.

Rockwell-McCanna Plant, Intermediate Design Submittal Soil Remedial Action Plan, August 1996 (Call number R 977.323 ROC)

This report discusses the plan chosen to eliminate contaminants from the soil caused by the Rockwell-McCanna plant after several different possible courses of action were evaluated. It describes the approaches that will be used and the specific methods involved with those approaches. Also included is the design, operation, monitoring and maintenance of the system used to correct the issues.

Rockwell-McCanna Plant, Remedial Action Specifications Volume 1 of 2, August 1997 (Call number R 977.323 ROC)

This report presents the specifics of what needed to be done to correct the issues at the Rockwell-McCanna Plant. It contains information about contracts that were drawn up, and a summary of the work that needs to be done. Then there is a more detailed breakdown of the site work, including specifics on work to be done to the property of the plant and to the building and equipment. There is also a breakdown of the environmental-related work that was done.

Rockwell-McCanna Plant, Remedial Action Specifications Volume 2 of 2, August 1997 (Call number R 977.323 ROC)

This volume contains the appendices that go along with the report in Volume 1. The appendices contain a variety of information, including: a health and safety plan, various logs and data collected, construction/operating permits, information about the systems and equipment used, and information about the equipment vendors.

Rockwell-McCanna Plant, Air Emissions Risk Evaluation Submittals, November 1997, March & June 1998 (Call number R 977.323 ROC)

The work being done to the soil and water to remove contaminants ran the risk of some contaminants being dispersed in the air. This report contains an evaluation of this risk of possibly contaminated air effecting nearby residents. An evaluation was conducted on three different dates, and these evaluations include information on how contaminated air could be dispersed and the specific types of health risks involved.

This report documents the work done for the installation and initial operation of the systems used to treat the contaminated water and soil. Volume 1 contains the full report, along with figures and tables of data and appendices A through K.

This report documents the work done for the installation and initial operation of the systems used to treat the contaminated water and soil. Volume 2 contains appendices L through P, which contains operator certifications for workers who used the equipment for this system that was installed and various results and data from the initial operation.
